Good to hear that Bilkent is taking this bold and radical initiative. I'm still a bit sceptical about the such ventures, because they tend to add to the brain drain from such regions, at least in the short run. You can hardly blame the students for taking such opportunities to escape from their traps.

You are right that the stadards of achievement required for such schools should be different (not less rigorous) than those required for university preparatory schools. Have you seen the latest IB world? There is something there about the IB model being used for professional (as opposed to academic) education. Besides, I hope Bilkent uses the IB model to design something that is socially more appropriate to the region, rather than simply helicopter in the IB diploma there.
